We voted to send the letter and the chair thought better of it

We voted to send the letter. Then the chairman thought better of it - and didn't send it! Say some new info came in after the meeting that suggested letter was now a bad idea - what is the correct way for chairman to handle that, after motion to send letter had been passed?

It is not the Chairman's right to thwart the will of the assembly by not sending the letter (even if he "thought better of it" or thinks it would be a bad idea). If the bylaws provide for Special Meetings he can try to get one called to address the issue (though if the letter is time sensitive even that could cause problems). If Special Meetings aren't provided for or he can't succeed in getting one called he needs to send the letter (his thoughts notwithstanding) and could face disciplinary actions for being derelict in his duties if he doesn't.

Note that the bylaws MUST provide for special meetings or it cannot be held.

The president could decline to send the letter and hope that the assembly would Ratify his decision to delay sending it (p. 119). However, if they don't, the chair would be subject to disciplinary action, for declining to send it.
