The Executive Board has passed a motion that the Board of Directors has not approved. A motion is adopted when the chair declares that it has been adopted and, barring any delaying proviso, takes effect immediately.BTW, you might want to consider renaming your executive board as an "executive committee" (the default name in RONR). Does a motion that passes the Executive Board also need to be passed by the Board of Directors in order to go into effect?That depends on the extent of authority the bylaws give the Executive Board and the BOD. As one of our regular posters likes to say Boards are powerless (under RONR) and that would go for the Executive Board as well. The only way they are empowered is through the bylaws or other superior governing documents so you will need to look to the bylaws for your answers.
