If the secretary is absent from a meeting does the president takes the notes or is he/she prohibited from taking notes.

If the secretary is absent, the president should conduct a brief election for a secretary pro tem (a temporary secretary). The president is not prohibited from taking notes but he should stick to presiding and let the secretary (pro tem) take the notes (i.e. the minutes).

The assembly should elect a secretary pro tem (someone to act as secretary for that meeting). Having the chair carry out the function of secretary also is probably not a good idea (i.e. the assembly should elect someone else to be secretary pro tem), simply because that's too many functions at once -- a single person is unlikely to do a competent job of being chair and secretary simultaneously.

Nothing prohibits the president (or any other member) from 'taking notes' during a meeting, should they wish to do so.
