No rule in RONR requires that any nonmembers of a committee be informed of or invited to a committee meeting. See RONR(10th ed.), p. 483, l. 30-36. But before that happens, there's no rule in RONR that would preventing a committee from gaining information from whatever sources it deems useful, in the nature of getting its ducks in a row.That's especially true if the MoA hasn't actually been finalized yet. It would probably be a mistake to spread the contents around widely, when it could change later.That's why negotiations are typically handled by a committee.
