Boards Conducting Business via Email

Our By Laws state that our Board may conduct meetings via email. When voting by e-mail, every board member must be provided with the means to participate.

My question is - if one Board member temporarily does not have access via email (the means to participate) can meetings still be conducted? My thought is no since all Board members are not available via email. But other members think we can still proceed.

Your organization will have to decide what your bylaws mean. Majority rules.

Why can't the member without email just go to someone's place where there is email?

I'm somewhat curious as to where the member is that he does not have access to e-mail, but nonetheless, the interpretation of the organization's Bylaws is up to the society.
