can an officer make a motion as part of her/his report?

Can an officer make a motion when s/he gives her/his report? If yes, can action begin right away? That is, can the motion be seconded by a member and the debate on the motion begin then and there? Or must the motion wait for New Business before action can be taken? An officer in our case would be President, VP, Secretary, or Treasurer.

The officer should not, but another member may do so immediately after the report is given (p. 344).

Here's what JJ referred to, RONR p. 344: "If an officer, in reporting, makes a recommendation, he should not himself move its implementation, but such a motion can be made by another member as soon as the officer has concluded his report."

One might think that such a motion would not need to be formally seconded when recommended by an officer who is a member (as is almost always the case), and made by another member, since the officer could be presumed to support the motion coming before the assembly, but with RONR not making an exception here, the standard rule requiring a second still applies.

The rule on p. 344 includes "as soon as the officer has concluded his report," which answers the second part of your question.
