Ok, I talking about the approval of the minutes and the treasures report. In the above mentioned my second question is: If the only parts called for are motion and second and not the call for vote for and against. Have these motions been legally approved?

The minutes are typically approved without a vote and the treasurer's report should not be approved at all.

The approval of the minutes is not put to a vote, even if a formal motion for their approval has been made. A second is not necessary or proper. After all proposed corrections have been handled, the chairman simply announces that the minutes are approved as read, or as corrected, as the case may be. This procedure is a special case of transacting business by unanimous consent. See RONR (10th ed.), p. 343.

The periodic reports of the treasurer for information only are not put before the assembly for approval. After the report is read, the chairman just instructs the secretary to place it on file. See RONR (10th ed.), p. 459, l. 30.
