Our water board recently held a recall election and the president was recalled and another person elected to the board. At the board meeting - one week later - 2 people were nominated to fill the president's seat. The newly elected member tried to second the nomination and was told he wasn't eligible as a voting member until the election was ratified. My question is twofold - was this new member ineligible? And, should the nomination of the new president have waited until a full board was available for the vote?

As far as RONR is concerned, all members are created equal, whether they've been a member for two years or two minutes. Your rules may vary.

As long as a quorum was present, the board was free to conduct business.

And nominations don't need a second.
