do all members have access to the minutes? and if so how long must one wait before they get a copy of the minutes and do they have to be approved first by the executive board?

Minutes are only DRAFT minutes until they are approved in the appropriate way. (See the rules of your society for the appropriate way.) Copies of the minutes are only provided on the basis of the rules of the society. If there is no rule, they may be inspected at an appropriate time.

Presuming that these are minutes of the Executive Board, only the members of the Executive Board have a right to view them. No one has a right to copies of the minutes, but the board could order that someone be given a copy. No one has a right to see the draft minutes of the secretary.

The general membership could order that the minutes be read at a meeting of the general membership, which requires a 2/3 vote, vote of a majority of the entire membership, or a majority vote with previous notice. It's not entirely clear what else the general membership can do with the board's minutes, but it seems logical that the general membership could order the board to provide copies by the same voting requirements. Prior to the approval of the minutes, the best course of action seems to be to order a member of the board to provide a complete report of the board's actions at the meeting, since I don't feel starting another argument here about whether the general membership may order the draft minutes to be read. :)

Actually, Executive Board minutes are accessable by the membership. They are to be read these minutes upon request instead of provided a hard copy. The Executive Board however, is not to review these minutes for approval once the meeting is adjourned.

That is not correct so far as the rules of RONR are concerned. See RONR, 10th ed., pg. 470, lines 3-10.

Nonsense. See RONR, 10th ed., pgs. 343-344, 456-458 and FAQ #16.

Guest Floyd Rousell Jr.

Is a vote of the body of the company needed to approve the readings of the last meeting ,once any and all corrections are made,or can the president just say that the min.are accepted as read (they were read with the corrections in them)

The chair can declare the minutes approved (not "accepted") as corrected. No vote is required or recommended.

Usually the latter method, by unanimous consent, or "without objection".
