If there is nothing in there about it, the RONR default is a majority (more than half) of the membership.Just to clarify one additional thought, the quorum is the minimum number of voting members, so if you have any classes of members which do not have the right to vote (honorary, junior, associate, and so on) they would not be counted in determining if a quorum was present. So, with nothing specified in the bylaws, more than half the total number of board members must be present at a board meeting in order to conduct any substantive business. And there's no "rounding down". If, for example, you have nine board members, at least five will have to be present.Note, too, that the quorum requirements may be (and typically are) different for meetings of a board and meetings of the general membership.
