Members Attending Meetings

Can a member of an organization attend the regular board meetings, or only the general membership meeting?

Or bylaws don't say anything about this one way or the other, they outline how often meetings should be held, but not who can or can not attend them. The bylaws do say that meetings are governed by Robert's Rules, unless expressed otherwise in the bylaws.

Only members of the body in question have a right to attend the meetings (RONR p. 625). However, the body can permit nonmembers to attend the meeting as well .

Who is "the body in question"? Is that the organization, the board of directors, ?? I am a member of the organization, not a member of the board of directors, so am I a member of the body?

The "body in question" is the body that is meeting. So the board is the "body in question" at board meetings. If you're not a member of the board you have no parliamentary rights at that meeting, not even the right to attend. It doesn't matter (as far as RONR if concerned) if you're a member of the organization or not.

Similarly, at a meeting of the general membership of the organization, a board member would have no special status. He's just another (general) member (assuming that he is).
