Is it appropriate for a board of directors to stipulate that only voting members of the Board may attend in camera meeetings as of ?The ex officio members of the Board who are non-voting would only be entitled to attend on invitation of the Chair

Not necessarily.

It's not at all clear that "ex officio members of the Board who are non-voting" do not have a right to attend. If they're members of the board, what rights of membership do they have?

It's clear as far as RONR is concerned. On line 10, it says "members". RONR says "Whenever the term member is used in this book, it refers to full participating membership in the assembly unless otherwise specified. Such members are also described as "voting members" when it is necessary to make a distinction." RONR, p. 3 Line 10 on p. 93 doesn't otherwise specify.

Yes, it's clear when the term "member" is used as it's used in the book. It's not as clear when it's used as in this instance.

But one question that arises is how did the ex-officio members of the board get deprived of their basic right to vote, in the first place?

Yes. RONR, p. 93, line 10-11. However the Board, not the chair, decides who else may attend. (same page)

So non-voting members do not have the right to attend meetings?

It seems to me that this is either a misinterpretation of the term ex-officio, or if non-voting is actually stipulated in the Bylaws, it's a matter of Bylaws interpretation the organization will have to resolve for itself, for which the Principles of Interpretation in RONR, 10th ed., pgs. 570-573 may be beneficial.
