Rescinding previous decision

If a board makes a decision by vote and later decides to open the discussion at a subsequent meeting to change the decision by placing the item on the agenda, yet in the meeting there is no motion to change the decision one way or the other, is the item considered tabled, and still subject to the rules of reconsideration?

The "item" is not tabled (only motions can be lain on the table) and reconsideration is no longer an option.

No, it's not "tabled" it just was never brought up.

And it was already too late to reconsider it at that meeting anyway, so now it's way too late.

But you could have (and still can) change your mind about an adopted motion by using the motion to Rescind, or Amend Something Previously Adopted, which has a higher vote requirement, but isn't subject to the same time limit as Reconsider is.
