Change in practice of ex officio members

Although not restricted by the bylaws, our practice has been that our ex officio members have not participated in voting (only the elected members have voted). To change the practice what should be done? Do bylaws need to changed? Board approval of the change of practice? Membership approval?

I'm not entirely sure what you mean. If you mean that you wish for the ex-officio members to vote, nothing is needed for the change - just have them start voting, as is their right. If you mean you wish to change your rules so that they do not have the right to vote, this would require an amendment to the Bylaws.
