OUr constetutio states that hired staff will election will take place at a meeting called for that purpose. Does this mean that it needs to be a specail meeting only for that purpose or can it be done at an anuale meeting in which the purpose is given ahead of time.

That is up to you all to decide. See RONR pp. 570-573 for some principles to help you all interpret the Constitution.
