Does that board member have the automatic right to participate, ask questions, give suggestions as if they were a regular committee member or must they seek the committee chair and committees members permission to speak? or be asked to hold questions until the end of the meeting? Subject to instructions by the body which appointed the Committee it is up to the Committee members as to how much latitude they give nonmembers (with the exception of voting which is limited to the Committee members only).
