Calling a closed meeting without the general membership present - is this possible?

Probably, unless this is a meeting of the general membership.

If you mean a board meeting, then yes, a meeting of the board (in Executive Session or not) would mean that non-members (of the board) have no right to attend except with the board's permission. In general, no non-member of a body has the right to attend meetings of that body.

Of course there may be rules in your society (bylaws, or state/federal laws that apply to groups like yours) that would give the general membership the right to attend some or all board meetings. But there may not be. If there are, they would supersede the rules in RONR.

Ah! "Board meeting". Okay.

The Book says that it is a common practice for a board to meet 100% in a closed session.

So, not only is it "possible", it is common.

For certain kinds of organizations (the lodge system, per The Book) it is pretty much universal.

For certain other kinds of organization (homeowners associations), it is probably illegal in most states.

(Just like trans fats.) :)
