The library system also has a system librarian. The librarian is not a member of the board and hold no office. The system librarian canceled the last board meeting and mailed a system budget out to the system members for a vote. The 7 members mailed back their votes on the budget. Was this a legal vote? Was this a legal vote?Based solely on Robert's Rules of Order, absolutely not.Clarification: By "legal vote", I assume you mean "valid vote according to the rules". Meetings can't be canceled and they certainly can't be cancelled by someone who's not a member. At least not unless you have some very unusual rules.As for absentee voting, that's also prohibited.
