The nine representatives elect a President, Vice President, Secretary and Treasurer who are not any of the nine representatives but are part of the original large body of members. Can any of those four officers vote?They can only vote at meetings of the bodies of which they're members. If the four officers are not members of "the body of nine" (let's call it "the board"), then they can't vote at board meetings.
