Is it acceptable for a President of an Organization to state an issue via email correspondence to all Directors; accept discussion or questions reviewed by all and then call for an email vote for or against from all Directors?

Electronic voting must be authorized in your bylaws, and must be supported by standing and special rules as appropriate. (RONR 10th Ed., p. 2 footnote)

This means, I'm sad to say, that your organization has to figure out how to handle all the details. But if the bylaws do not authorize such business, than it isn't allowed, and all business conducted in this way is null and void.

Absolutely not.

Unless your bylaws have some special provisions for e-mail voting.
