Our policy states that the president moves when her term ends to parliamentarian. The nominating committee met to choose officers and the president nominated herself for president-elect for next year. Can she serve in both positions or change from parliamentarian to president-elect?

No rule in RONR prevents a person from holding more than one office.

But note that the nominating committee does not choose officers; that's what elections are for. The nominating committee simply makes the first of what may be many nominations (i.e. from the floor).

Note, too, that RONR suggests that the president have nothing to do with the nominating committee.
