I was wondering, if a committee agrees to changes to by-laws at a meeting, does this mean they agree to the final by-law without reviewing the final draft for errors?

What a committee thinks may vary widely from how the bylaws end up. And once the committee makes its report, the bylaws are out of its hands.

Unless your bylaws are unusual, the authority to amend (change) them rests with the general membership, not a committee.

Though I have to say I'm not sure I understand your question.

The committee agrees to whatever it agreed to at the meeting. Whether the committee will have another say later on is up to the assembly.
