This serves to keep confidential the business conducted while in executive session. It's often used to exclude non-members from the meeting although non-members can be admitted to a meeting held in executive session and non-members can be excluded from a meeting without going into executive session.Some boards meet exclusively in executive session.So what is it you want done to this council member?
