  1. Hello all! I've got an odd problem and am hoping that you can help. I am the newly appointed Property Manager of a city Astronomical Association. I am the first property manager that the Assoc. has had in a number of years. One of my first acts was to acquire a central storage facility and put out a general call to have all members return any Association-owned equipment that they may have in their possession. When the Assoc. was without a central storage location, quite a lot of equipment was held by various members on an 'Honor' system, trusting that when the time came, the members would return the equipment. Two members, brothers, have not. They are currently holding onto several thousand dollars worth of Association-owned equipment. They have received the requests and have made no attempt to return the equipment or even contact anyone to make arrangements. They are both prior members of our Executive Committee and one of them is still an active member whose term will not expire for another year. The Constitution and Bylaws claim all authority to deal with any issues to rest with the Executive Committee and we are expecting the E.C. to just let this slide. In accordance with Robert's Rules, is there any way to have the E.C. declared compromised and take the resolution of this issue to the General Membership at the next business meeting? I am a newbie at procedure of this sort and would appreciate any help or insight you can give me. Scott
