Does RR require that the motions passed be logged or recorded anywhere?

and if so, does RR allow the members to have access to all the previously adopted motions?

The answer to both questions is, "Yes".

The official record of the business that is transacted at each meeting is call the minutes. Ask your secretary to view them (at her convenience).
