Protocol to introduce a proposed Resolution to a body

May a proposed Resolution be submitted to voting members of a body if the author and presenter is not a member of the organization? I assume he may present it for information only, but a voting member must then move that the group votes to adopt the Resolution as presented?

This is a parallel to some committee reports, in that the committee gives its report, yet does not explicitly recommend anything. Then a member (not a committee member) rises to make an appropriate motion on his own.

Nothing wrong with that.

To allow a nonmember to speak, first, permission must be granted.

This could be done via an ordinary request, or more formally via a Suspension of the Rules.
