The wording of the report belongs to whoever reported it. Probably the simplest thing would be for whoever submitted that report to submit an updated report at the next meeting. If the committee still exists, or the officer is still in office, I suppose a revised report could be received with permission of the assembly. But the actual document cannot be changed unless it is presented at a meeting. As to the minutes, they should not contain a copy of the report but merely a mention that it was received, and hence, require no change at all.
