A Tie Vote

A tie vote means that the motion is defeated (the preferred term is "lost" or "rejected"), because it not get a majority (= more than half) of the votes in the affirmative.

In other words, a decision has been made, in the negative. It takes a majority to adopt a motion. A tie does not meet that threshold.
