If your executive committee has not been granted the power to take the action in question, and it nevertheless does so anyway, yes, the membership could ratify this action (assuming the membership has the power to take this action). It would not be correct, however, to say that such an action is "in place until the next meeting of the entire membership." If action is taken in this manner, it is not an authorized action of the society unless and until it is ratified, and members take the action at their own risk. It is important to understand this distinction, as it means that if the action is not ratified, the consequences can be quite severe, such as disciplining the members of the executive committee, or requiring them to pay the society back for any unauthorized expenditures.
