It seems to me the answer will depend upon the organization's rules and customs regarding the budget, the organization's rules regarding the authority of the board, and the wording of the motion to adopt the budget. I will say that, as a general rule, the board cannot take any action which conflicts with an action taken by the general membership, however, I cannot definitively say how that principle applies here. It may be prudent for the organization to amend its rules in the long run to clarify this issue.
