It should first be noted that a consent agenda (which RONR calls a "consent calendar") is created and governed by the organizations special rules of order on the subject. So those rules might answer this question. There might also be something relevant in applicable law, since consent agendas are frequently used by government bodies.

Assuming the organization's rules and applicable law on this subject are silent, certainly something will need to be done to place the consent agenda before the assembly for action. This might be done by a member making a motion, but this also might be a case where it is appropriate for the chair to "assume" a motion - in other words, stating the question on the motion as if it had been made and seconded.
