So far as RONR is concerned, the council itself would determine the contents of the agenda, by majority vote, at the meeting. No individual person would have the authority to refuse to have an item on the agenda. See FAQ #14. It seems extremely likely, however, that a city council will have other rules on this matter, in its own rules and/or in applicable state or local law. What those rules say on this subject will take precedence over RONR. It may be advisable to address this question to the city clerk or city attorney.
