Can one (7 person) committee assemble a single vote by adding together the votes from 2 meetings held to discuss the single topic AND where only some members were at each meeting and less than quorum would have participated in the full discussion? For instance; 4 members at Tuesday meeting and 4 members at Wednesday meeting - with only the Chairperson attending both.

No, you can't add the votes from the two meetings together.

I am somewhat puzzled, however, by your suggestion that less than a quorum participated. You say that there were four members present at both meetings. Generally, a quorum for a committee is a majority of the members, and four is a majority of seven. What do your rules prescribe as the committee's quorum?
