[page 401]How are ballots that have 1 or 2 of the questions blank and the rest answered treated?Each question stands on its own, it is its own "ballot", in theory.So, for example, for #A, there may be 8 ballots cast; for #B, there may be 11 ballots cast; for #C, there may be 14 ballots cast.In my example, when you calculate a majority for #B, you don't count #A and #C ballots, as they are independent of #B. They are ignored.How are ballots that have 1 or 2 of the questions blank and the rest answered treated?For each question, votes are counted; blanks are ignored.
