Committee is comprised of regular appointed members as well as two alternates. The role of the alternates is not defined by the committee YET (looking to define that now).
(1) can the alternate replace the reg. committee member during a meeting if the reg. committee member declares conflict of interest on one agenda matter (not the entire meeting agenda). In other words, the reg committee member is involved in the meeting, then leaves seat during conflict matter, but has intentions to return to their seat once that particular matter is dealt with.
(2) should the alternate replace the reg. committee member ONLY when the reg. committee member is absent from the entire meeting (or should a the reg committee member fall ill during the meeting and leave the meeting; could the alternate sit in and vote the rest of the meeting).
