When a person is asked a 'lead-in" question, that is one that can be answered with a yes or no, is there an obligation, under the rules to restrict one's answer to yes or no, when demanded by the person asking the question ? I see this a lot, especially recently, in Congressional Inquiries, where the person asking the question, demands quite sternly "Yes or No ?" . People will try to give qualified answers, only to be interrupted with another angry demand "Yes or no ?". Seems barbaric to me.
