In our society we need 2/3 of the membership to change a bylaw/article. Members who do not pay their dues have their voting privileges taken away. My question is are those members who have had their voting rights taken away still counted in the membership number? Or can we just remove them from the membership total? Otherwise their inability to vote is an automatic vote against the proposed change.
