I'm not sure if this is proper practice or not- but currently the group i'm in will have subcommittees make motions during their meetings- vote on the motions and then bring these motions back to the larger group for a vote.
Two things- the more I read RROO-The more I think that a committee can submit a report but not make bring motions to the committee...true or false (with explanation please)
and if there is an allowance for a subcommittee to make motions after they have voted on them- does there need to be debate with the whole committee prior to having it as a vote- or would it then be a rescind or amend concept?
