Thanks Dan Honemann and Atul Kapur for your comments. I guess what I'm trying to get at is, "Does there have to be a motion before a vote?" Also, does there have to be a second to the motion?

Who has to request a motion at a board meeting? If an agenda item has been approved by a committee and presented to the board, is a motion and a second required at the actual board meeting.Again, who has to REQUEST the motion?
