It was a motion to send something back to committee. 3 people voted to send it back to committee, 2 did not. So, it was said to pass because 3 is more than 2 versus 3 not being enough of the people that were present voting. So which is correct?

Thank you. I believe it is just a majority vote but several abstained. So of the 15 people present only 5 voted.

Does a motion pass or fail under the following scenario: 15 people are present at a meeting and a motion is brought to the floor. 3 vote yes; 2 vote no...everyone else abstains. Does that motion pass or fail to pass?
