Can an organization change how many members make up a quorum if the history of the chapters shows a small average of attendees. The current quorum tends to exceed the number of members present too often, leaving the organization without a quorum.

Yes, by amending the bylaws according to the section that details how to do that. Of course, you'll need a quorum at a meeting to do this, so you may be in a Catch 22 unless you can muster the membership (a quorum, at least) to attend. Pizza and beer often work, and door prizes.
