Our By Laws state "The governing Body of this Association shall be the Board of Directors. We also have a Board of Advisors

made up of past Presidents. Their duty is to review all amendments made to the By Laws and make recommendations to accept or

reject amendments. These recommendations are then made in writing to the Board of Directors to either accept or reject the

proposed change,if The Board of directors agrees with the Board of Advisors to reject the propsal must it go to the

general membership for a vote?

Maybe not. But one would hope the general membership could amend the bylaws without any input from the board of directors or the board of advisors. In other words, it shouldn't really matter if the board(s) reject the proposals.

But this is not the place for interpreting your bylaws. That requires reading them in their entirety, something that's beyond the scope of this forum. You could engage the services of a local parliamentarian or just get together with your fellow members and figure out what your rules say.

The power to amend the Bylaws generally rests with the general membership, but you will need to check the amendment process in your Bylaws to answer this question with certainty.

Perhaps I am missing something, but you seem to have left off an end quote of the bylaws. It appears that you began by quoting the bylaws exactly, then moved into sa narrative. Is the Board of Advisors and the duties described so specified in the Bylaws?
