My guess is the order in which I have them listed.Rules imposed on you from outside the organization are superior to rules which the organization itself adopts.Therefore, federal/state law will be topmost.Rules imposed on you from an outside organization will likewise be above your home-grown rules.Thus, the charter will be next in line.Now you have your own rules.By definition, one's constitution is superior to one's bylaws.A code of conduct is a set of policies, and policies, practices, and standard operating procedures,etc., are beneath one's bylaws.Don't forget your parliamentary authority!
