President appoints himself chairperson of committee

Can a president of the board appoint himself the chairperson of a committee that he creates. Our department is making a purchase of a new vehicle. A committee was started by the president. He has now also appointed himself as the chair of that committee and chosen his own members to research and make the recommendation of what to buy.

Can a president of the board appoint himself the chairperson of a committee that he creates.

The President only has the power to create committees or appoint members or chairman to committees if the assembly's rules or an adopted motion grants him such authority. RONR does not give him this authority. If he does have this authority, no rule in RONR prohibits him from appointing himself.
