Robert B Fish Posted March 31, 2011 at 12:32 PM Report Share Posted March 31, 2011 at 12:32 PM You consider a publication to be winter vs. spring in response to decisions made by the membership of the organization through adopted motions. What you put in your organization's publications is something the membership can decide (or delegate the decision as to an editor or committee). The delegation should be through a motion or clause in your bylaws.-Bob
