The motion narrowly failed. Some members of that public body now want to re-address that issue this month with another motion to give away the same amount of money. Can this be done? Does the verbage of the motion have to be changed? Help!

Does the verbage of the motion have to be changed?A defeated motion can be made again ("renewed") by any member at any subsequent regular meeting. Ad nauseam. No need to change the "verbage". Or the wording.
