Non-members (call them "guests") can be invited or excluded as the assembly wishes. But it's not up to any one member, not even the president. It's a decision that the assembly makes, collectively. Often by unanimous consent but, if push comes to shove, vote on it.And you can invite some guests but not others. You can invite them at the beginning of the meeting but kick them out in the middle.
