Can he, before the vote?Since he hasn't yet (apparently) made an actual motion to amend the bylaws (he's only given the required previous notice), he certainly is under no obligation to make the motion. So there's nothing to withdraw (or remove).But, notice having been given, any other member is free to make the motion. In other words, the notice doesn't belong to anyone. It's just a notice.
