How is a 'Special Committee Report' introduced in a meeting using Robert's Rules of Order?

"Introduced"?

What do you mean?

By the chair?

By the committee representative giving the report?

In a casual meeting, without an agenda, the chair can merely prompt the members for the appropriate business at the appropriate time.

For example, "Is there any committee ready to report?"
