Is it necessary to read the minutes of the last meeting, a general assembly meeting, at the next meeting, which is a board meeting? And would it them be in order to read the Board Meeting Minutes at the next general assembly meeting?

Generally speaking, you should read and approve minutes of the general assembly at the next general assembly meeting, and read and approve board minutes at the next board meeting.

If the general assembly meets less frequently than quarterly, however, it would be advisable for the general assembly to authorize the board (or a committee) to approve its minutes, in which case they would be approved at the board (or committee) meeting. There is never a case in which the general assembly would be approving the minutes of the board. It would be appropriate, however, for the general assembly to order the board to read its minutes at a general assembly meeting if desired. This requires a 2/3 vote, a vote of a majority of the entire membership, or a majority vote with previous notice.

No.

If ordered by a two-thirds vote of the assembly at the general membership meeting, yes. See RONR(10th ed.), p. 470, l. 3-10.
